The mayor of Windsor has declared a state of emergency after a parking garage collapsed. The multi-level underground garage on Duffering Avenue caved in, sending cars falling to the floor below. Police said a crane, apparently too heavy for the garage to support, collapsed into the structure at around 10:30 a.m. Thursday.
At least one person, the crane operator, was hurt. Police say he was pulled from the rubble and taken to the hospital.
Thursday afternoon, workers were digging through the debris, using dogs and a robot to search for more victims.
