Rape Kit Testing Leads To Arrest Of Flint Man

FLINT (AP) - Genesee County authorities say efforts to reduce the backlog of untested sexual assault kits has resulted in the arrest of a Flint man accused of assaults in and around the city.

Prosecutors on Wednesday said 35-year-old Joseph Starr has been arraigned on 11 felony charges, including first- and second-degree criminal sexual conduct, in cases involving three victims. One case involves someone under the age of 13.

Special assistant prosecuting attorney John Potbury says he isn't aware of an attorney representing Starr.

The city is using grants it received last year from the U.S. Justice Department and New York district attorney's office to process untested kits. Officials say Flint had about 500 cases where kits hadn't been tested when the problem surfaced in 2014.
