	    		    <content:encoded><![CDATA[<p><strong>SOUTHFIELD (WWJ)</strong> &#8211; Have you seen Ella Andrews? A distraught local family has turned to Crime Stoppers, in a desperate attempt to find a loved one who disappeared last month.</p>
<p>Family members say Andrews, 52, suffers from severe depression. On April 24, she walked away from the I-Care Group Home in Southfield, and has not been seen since.</p>
<p>&#8220;It&#8217;s a nightmare,&#8221; Andrew&#8217;s sister, Yolanda Haggen, told WWJ Newsrasdio 950&#8242;s Chrystal Knight. &#8220;Every day, it seems so empty &#8230;  not knowing if she&#8217;s somewhere safe.  I guess the not knowing is the hardest part.&#8221;</p>
<p>Haggen said Andrews may have been spotted at a 7-Eleven at 11 Mile Road and Inkster and also at the Kroger at 11 Mile and Middlebelt.</p>
<p>But there&#8217;s been no information on Andrews since then.</p>
<p>&#8220;Wherever she is, if somebody has her or anything, you know,  just let her go.  Her grandkids miss her. We miss her; her daughter, her sister &#8212; we just want her to come home,&#8221; Haggen said.</p>
<p>Anyone who has seen Andrews or who had information about her whereabouts is asked to call Crime Stoppers at 1-800-SPEAK-UP. A $1,000 reward is being offered for help in the case.</p>
<p>The FBI&#8217;s National Crime Information Center reports that 3,976 are missing in Michigan as of May 13, compared to 3,015 last year.</p>

	    		    <content:encoded><![CDATA[<p><strong>ADA TOWNSHIP (AP) -</strong> Amway Corp. says two of its employees were treated at a hospital following the leak of a cleaning chemical at its West Michigan headquarters.</p>
<p>The direct-sales giant says the disinfectant leak happened late Wednesday during third-shift manufacturing in Kent County&#8217;s Ada Township.</p>
<p>A hazardous materials crew responded.</p>
<p>Amway says the employees were taken to a hospital, where they were treated and released.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ/AP) -</strong> Detroit&#8217;s population loss slowed significantly last year, but the city still lost another 12,000 residents, according to the latest figures from the U.S. Census Bureau.</p>
<p>The figures show Detroit lost residents between 2011 and 2012, but the decline was at a slower pace than in previous years. Most of the nation&#8217;s largest cities posted strong population growth, but Detroit fell 0.7 percent, or 4,726 residents, to an estimated 701,475 as of last July.</p>
<p>The Census Bureau estimates Detroit&#8217;s population is just above 700,000, and Demographer Kurt Metzger said the city&#8217;s population could fall to 650,000 or 600,000 before it stabilizes.</p>
<p>&#8220;In the core in Downtown we know that housing is probably at a premium, there isn&#8217;t that much housing left in those areas, and we also know that many of the neighborhoods are in bad shape and many of the families are still trying to leave the city because of crime and lack of education,&#8221; Metzger said.</p>
<p>So, where is everyone going? Metzger said 18,000 moved to Oakland County last year and 6,000 people moved to Macomb County, while almost every community in Wayne County lost residents.</p>
<p>&#8220;The outlying communities like Macomb Township, Lyon Township and Novi are areas that have grown the fastest over the years. We&#8217;re also seeing growth in the inner communities of Warren, Ferndale, Berkley, Southfield, Oak Park and even Pontiac,&#8221; Metzger said.</p>
<p>Metzger said young people, in particular, like the older more walkable communities, which is good news for the foreclosure crisis.</p>
<p>As a whole, the Census Bureau says Michigan&#8217;s population edged up to nearly 9.9 million in 2012.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ) -</strong> Police are searching for two suspects after a 16-year-old was shot and killed on Detroit&#8217;s southwest side.</p>
<p>The shooting happened Thursday morning near West Vernor Highway and Sharon Street, just north of I-75.</p>
<p>The teen was apparently walking through an alley with friends when two people wearing ski masks walked up, pointed guns specifically at the teen and started shooting.</p>
<p>Anna Bailey told WWJ&#8217;s Mike Campbell she was at a gas station across the street when she heard gunshots and ran to see what happened.</p>
<p>&#8220;When I first approached the kid, he was kind of gargling on his blood and all I seen was the blood coming from his nose. I had then realized that he had a bullet hole to the chest,&#8221; she said. &#8220;He wasn&#8217;t breathing, had a very faint pulse, and all I could do is call 911 for him.&#8221;</p>
<p>EMS crews arrived on the scene and rushed the teen to a local hospital where he later died.</p>
<p>Police say they are looking for two suspects, but haven&#8217;t released any additional details.</p>
<p>An investigation is ongoing.</p>

	    		    <content:encoded><![CDATA[<p><strong>TROY (WWJ/AP) -</strong> The tony suburb of Troy is clamping down on hookah bars, prompting worries from business owners that they&#8217;ll be shut down.</p>
<p>The City Council this month set rules that establishments featuring the Arabic water pipe filled with flavored tobacco must close at midnight. They also froze the number of licenses at five. Council members voted  7-0 to impose the new rules immediately.</p>
<p>Police Chief Gary Mayer said the city&#8217;s three hookah bars tally &#8220;a very disproportionate share&#8221; of police calls. In a recent incident, <a href="http://detroit.cbslocal.com/2013/03/21/arrest-made-in-hookah-parking-lot-shooting/">a 20-year-old man was arrested after firing shots</a> in the parking lot of Mist Hookah and Cigar on Dequindre Road after he and some friends were kicked out of the establishment.</p>
<p>Samad Yousif, who owns the Mist hookah bar, said they&#8217;re working to curtail problems and should be able to stay open past midnight.</p>
<div>&#8220;I just think they&#8217;re trying to shut us down, set us up to fail,&#8221; Yousif told the Detroit News.</div>
<p>Hookah smoking came to Detroit area with the first waves of Middle Eastern immigrants in the early 1900s. Hookah bars spread from Dearborn to elsewhere around Michigan, with some staying open until 4 a.m.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ/AP) -</strong> A leading national Jewish civil rights group criticized Nation of Islam leader Louis Farrakhan on Wednesday for making anti-Semitic statements at a Detroit church appearance and called on a Michigan congressman and other leaders in attendance to condemn the remarks.</p>
<p>Farrakhan denounced &#8220;Satanic Jews&#8221; and the &#8220;synagogue of Satan&#8221; that he said controls major U.S. institutions during his speech Friday night at Fellowship Chapel. Farrakhan also said President Barack Obama has &#8220;surrounded himself with Satan &#8230; members of the Jewish community,&#8221; according to reports.</p>
<p>U.S. Rep. John Conyers, D-Detroit, and Detroit City Councilwoman JoAnn Watson were among those who attended the speech.</p>
<p>&#8220;It is deeply disappointing that so many Detroit leaders are apparently so willing to turn a blind eye to Farrakhan&#8217;s anti-Semitism,&#8221; said Heidi Budaj, regional director of the Anti-Defamation League. &#8220;Where are the voices in our community who are willing to stand up and say `no&#8217; to racism and anti-Semitism?&#8221;</p>
<p>Conyers and Watson didn&#8217;t respond Wednesday to the newspaper&#8217;s request for comment. The Associated Press left phone and Facebook messages for Conyers and phone and email messages for Watson seeking comment Wednesday night.</p>
<p>While in Detroit, the Chicago-based Farrakhan also gave a speech Friday to the City Council, during which he urged religious leaders and majority black population to join him in an effort to buy neglected properties and take other steps to help revitalize the struggling city, now under state emergency management.</p>
<p>&#8220;The city abandoned, crime and violence rampant, and the governor has seen fit to take away the rights of the voting public,&#8221; Farrakhan told the council.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ) -</strong> What started as a carjacking ended in a deadly crash following a police chase on Detroit&#8217;s southwest side.</p>
<p>Police say the carjacking happened early Thursday morning in River Rouge. A police chase ensued, which ended when the suspect crashed the vehicle into a utility pole on Dix Road near Vernor Highway, just north of I-75.</p>
<p>Police say one person was killed and another is in custody. Both are described as males in their early 20s.</p>
<p>Hovering over the scene in the WWJ Chopper 950, Traffic Reporter Bill Szumanski said the accident has caused the closure of Dix Road between Vernor Highway and Central Street.</p>
<p>&#8220;We do see them tending to the one vehicle here. It looks like it glanced off of a utility pole, rolled over and ended up in the front yard of a business of Dix Street and possibly an ejection as well, there is one body laying on the sidewalk that is partially covered with a tarp,&#8221; he said.</p>
<p>At least two utility poles were knocked down in the crash. DTE Energy officials are currently on the scene, trying to restore power to the area.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ) -</strong> Police say one person was killed when gunfire erupted outside of a gas station on Detroit&#8217;s west side.</p>
<p>The shooting happened around 2 a.m. Thursday at a Citgo gas station near Linwood and Davison.</p>
<p>A man was filling his tires with air when someone approached and tried to rob him at gunpoint, according to reports. The man pulled out a gun to defend himself and a shootout occurred. Both ended up firing at each other, with the victim chasing the suspect away from the gas station.</p>
<p>Police say the suspect&#8217;s body was found in an alleyway across the street from the gas station. The victim also suffered a gunshot wound, but is expected to be OK. An investigation is ongoing.</p>
<p>Ian Thomas, who stopped at the station to fill up before work, said he&#8217;s not surprised to hear of the incident.</p>
<p>&#8220;I&#8217;ve lived in Detroit all my life so this is not uncustomary. It&#8217;s nothing new to me, baby. I&#8217;ve worked for this city for 12 years, so I&#8217;m accustomed to all the things that go on around here,&#8221; he said.</p>
<p>The shooting happened at the same gas station where prominent Detroit pastor and gospel music icon <a href="http://detroit.cbslocal.com/2012/05/16/detroit-pastor-marvin-winans-assaulted-carjacked/">Marvin Winans was carjacked last May</a>. Three men subsequently pleaded guilty to carjacking and unarmed robbery charges in the case and were <a href="http://detroit.cbslocal.com/2012/11/08/3-get-up-to-20-years-in-marvin-winans-carjacking/">sentenced to four to 20 years in prison</a>.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ/AP) -</strong> Severe thunderstorms packing heavy rain and high winds knocked down trees and power lines in parts of Michigan.</p>
<p>The storms Wednesday left thousands of electricity customers without power in the Detroit area and crews worked into Thursday to restore service.</p>
<p>As of 4:30 a.m. Thursday, 5,000 homes and businesses scattered throughout metro area remained without power. That&#8217;s down from over 12,000 at the peak of the storm.</p>

<p>Wednesday&#8217;s storm left a trail of damage after strong wind gusts over 50 miles per hour were reported in Detroit, Romulus and Canton. AccuWeather reported a wind gust of 62 miles per hour in Milford.</p>
<p>That wind no doubt played a roll in knocking over several trees in the metro area, including in Dearborn Heights where an estimated 60-foot tall tree narrowly missed two houses near Fenton and Richardson Streets.</p>
<p>Reporting live from the scene, WWJ&#8217;s Mike Campbell said the giant tree was covering the entire front lawns of the two homes.</p>
<p>&#8220;You cannot go up their sidewalks. The driveway of one, they&#8217;ve cut the branches directly in the driveway so that the car can get in and out almost through a tunnel of tree branches,&#8221; he said.</p>

	    		    <content:encoded><![CDATA[<p><strong>LANSING (WWJ/AP) -</strong> Officials say 32 new charter schools plan to open this fall in Michigan.</p>
<p>Many of the schools will be in urban areas where charter schools are already prominent, such as Detroit, Grand Rapids and Flint. Other schools are planned in Lansing, Kalamazoo, Battle Creek, Muskegon, Waterford, Warren, Pontiac, Hazel Park, Manistee, Plymouth, Taylor, Eaton Rapids and Zeeland. Additionally, the suburbs of Beverly Hills, Center Line, Garden City, Novi and Oxford are all getting their first charter schools.</p>
<p>The charter schools offer options that include Montessori programs, a public safety academy, cyber schools and a school for special needs students.</p>
<p>Michigan Association of Public School Academies President Dan Quisenberry said in a statement that the new schools meet &#8220;very specific educational needs.&#8221; He said the new schools will be managed by educational providers that have excellent track records throughout the country.</p>
<p>&#8220;Michigan’s system of charter school authorizing and oversight is considered a model around the country, and as we look at the new schools opening this year, we can see why that is,” Quisenberry said. &#8220;You&#8217;ll notice that we aren’t seeing the supposed ‘flood’ of new charter schools that some critics feared. The authorizers aren&#8217;t going to charter any new school that doesn’t offer a high-quality, innovative approach.&#8221;</p>
<p>Of the new schools, 27 are chartered by state universities, three by local school districts, one by an intermediate school district and one by a community college.</p>
<p>Michigan has 276 charter schools serving about 131,000 students, or roughly eight percent of the total school-age population.</p>

	    		    <content:encoded><![CDATA[<p>YPSILANTI (WWJ) &#8212; Another day, another upbeat assessment of Michigan&#8217;s startup and venture capital communities.</p>
<p>The opening panel on Day Two of the Michigan Growth Capital Symposium focused on Michigan&#8217;s changing entrepreneurial climate &#8212; or perhaps more bluntly, the fact that now there actually is an entrepreneurial climate in Michigan.</p>
<p>Robert Buderi, founder, CEO and editor in chief of the Xconomy publications, said he&#8217;s seeing growing acceptance of entrepreneurship as an accepted career path. But he said that&#8217;s typical everywhere in the country &#8212; growing incubators, business plan competitions, mentor groups and angel groups are just the basics of being competitive in economic development these days. The &#8216;maker&#8217; movement is also driving a renaissance in high-tech manufacturing, he added.</p>
<p>Charles Rothstein, senior managing director and co-founder of Michigan&#8217;s largest private equity firm, Farmington Hills-based Beringea LLC, said he sees in Detroit echoes of what he sees in his overseas office in London &#8212; a vibrant entrepreneurial community in a city that&#8217;s attractive to young people.</p>
<p>&#8220;In Michigan, we&#8217;re seeing development of an industry that didn&#8217;t exist here just a few years ago,&#8221; Rothstein said. &#8220;A group of backers has come together with terrific support from the state and investors in the angel community. We also have extremely strong and progressive development agencies like the MEDC and Spark that have led the country in developing new programs. Detroit has that edgy attitude that is attractive to younger people, and you&#8217;re seeing that downtown.&#8221;</p>
<p>Rothstein called for a national policy to encourage investment in small, emerging businesses. In the United Kingdom, he said, there are venture capital trusts that offer tax credits to investors that put money into VC.</p>
<p>Buderi said he&#8217;s often &#8220;astounded at the disconnect&#8221; between what government programs offer and what startups need. &#8220;Startups say, &#8216;We don&#8217;t care about tax breaks, we&#8217;re losing money, we&#8217;re not going to be paying taxes anyway. We care about getting customers, we worry about saving money on the essential things we have to do to be in business, like building a privacy policy for a Web site or hooking up to the right Internet plan,&#8217;&#8221; Buderi said.</p>
<p>But in Michigan, he said, he praised &#8220;a collaborative spirit that is very welcoming of outsiders. I had no doubt this state was going to turn out to be a big story.&#8221;</p>
<p>H. Louis Cooperhouse, president and CEO of food industry entrepreneurial consultants Food Spectrum LLC, said effective tech company incubation is about way more than providing space. He said it&#8217;s all about the services provided to entrepreneurs and the impact of incubation beyond the incubator&#8217;s four walls. Also, effective incubation requires the participation of state government and universities.</p>
<p>Moderator Peter G. Roth of the law firm Varnum LLP said his firm is offering help to startups with &#8216;My Springboard,&#8217; a pledge to offer $1 million in free legal services to startups. He said the program provided $250,000 in free legal services to 48 startups in its first year.</p>
<p>What&#8217;s still missing in Michigan, Buderi said, is heavy density of deals and entrepreneurs, &#8220;the repeat entrepreneurial successes &#8230; What&#8217;s going on in the Madison Building goes beyond anything you see in Silicon Valley. But that&#8217;s only one building.&#8221;</p>

	    		    <content:encoded><![CDATA[<p><strong>PLYMOUTH (WWJ) &#8211;</strong> More than 200 CIOs and other IT experts gathered Wednesday to share best practices on running data systems at Michigan Technology Leaders 2013.</p>
<p>Innovation, collaboration and mobility were key themes among speakers in the event, held at the Inn at St. John&#8217;s.</p>
<p>If you use a computer at work, and these days who doesn&#8217;t, what these people think is important to you &#8212; because it affects the way you work.</p>
<p>Ron Utterbeck, CIO of General Electric and managing director of GE&#8217;s Advanced Manufacturing and Software Technology Center in Van Buren Township, said both GE customers and GE employees expect to use IT assets at any time, on any device, anywhere.</p>
<p>CIOs should look at how their employees use technology to play &#8212; that&#8217;s what they expect from their work systems as well.</p>
<p>As for security, Utterbeck said, &#8220;If you think of security as a moat around a castle, I want to let you know, your moat is porous, it has ladders across it, people are getting over it, and you don&#8217;t know what they are doing.&#8221;</p>
<p>Utterbeck said truly critical information has to stay off the network protected by &#8220;air space.&#8221; Everything else? Don&#8217;t worry.</p>
<p>He said the exciting thing about the AMSTC is that it has almost 1,000 GE IT employees from every GE division &#8212; from lighting to appliances to aviation to defense.</p>
<p>&#8220;We&#8217;re seeing great collaboration across businesses and technologies,&#8221; he said. &#8220;To have all those people in one place is huge &#8230; we see the results in speed.&#8221;</p>
<p>And, he said, there&#8217;s been no trouble recruiting top-notch IT talent from Michigan.</p>
<p>&#8220;Over 95 percent of our hires have been from within Michigan,&#8221; he said. &#8220;We&#8217;ve got a great talent base within Michigan. And our campus certainly doesn&#8217;t hurt our recruitment, it&#8217;s a fantastic campus.&#8221;</p>
<p>Utterbeck said allowing IT employees to &#8220;work anywhere, any time, any device&#8221; has led to an improved work ethic. &#8220;Our people eat this up,&#8221; he said. &#8220;We see them working nights and weekends.&#8221;</p>
<p>Utterbeck is a native of Dearborn Heights with a degree in computer and information systems engineering from Ohio State. His GE start was as an IT worker at a lighting factory in Lexington, Ky.</p>
<p>Later at MTL, a case study of implementing advanced IT systems was presented by Jane Sydlowski, president of Farmington Hills-based AMI Strategies, and Michael Kidder, senior vice president of corporate marketing at Troy-based Altair.</p>
<p>On June 1, AMI Strategies will begin using Altair&#8217;s HiQube data analysis software to perform its business function &#8212; analyzing corporate telecom and utility invoices against contracts and purchase orders, looking for overcharges or other anomalies.</p>
<p>The companies met and started negotiations toward the deal at last year&#8217;s MTL conference.</p>
<p>Later, state CIO David Behen said Michigan is using IT to turn the corner to grow more jobs, boost personal income, increase home sales and prices, and resume population growth.</p>
<p>He said the goal is &#8220;customer centric government&#8221; that delivers excellent services to customers both internal and external. Part of the strategy is to take services to customers, rather than expect citizens to come to government buildings.</p>
<p>A key move in the state&#8217;s new IT strategy was a 2011 study that showed a lack of adequate spending on IT infrastructure and innovation, high contractor costs to support legacy systems, an aging IT infrastructure, and a skills gap in the work force. There were also issues with cybersecurity.</p>
<p>In 2012, the state provided $47 million in ongoing IT funding to replace legacy systems. Eighteen major projects are currently under way, including replacing the state&#8217;s 19-year-old primary IT system. (An RFP on that massive project should hit the street in October, Behen said.) Also slated for replacement is the state sales and withholding tax computer system that brings in more than $13 billion a year.</p>
<p>The state also participated in opening the Michigan Cyber Range, an IT security training and testing center, in partnership with Ann Arbor-based Merit Network Inc., the connectivity provider for Michigan universities, schools, government and other nonprofits.</p>
<p>Looking forward, Behen said he&#8217;s planning on adding more services on mobile devices.</p>
<p>&#8220;Mobility and social media are in my opinion going to fundamentally change how we provide services to the citizens of the state of Michigan,&#8221; Behen said.</p>
<p>And he said the state is adopting a Bring Your Own Device strategy for customers and employees.</p>
<p>&#8220;We&#8217;re all talking here about recruiting talent &#8212; young talent, senior talent,&#8221; Behen said. &#8220;Let me tell you, the talent wants to come in with their own devices, and they don&#8217;t want you or me telling them what they can and can&#8217;t use.&#8221;</p>

	    		    <content:encoded><![CDATA[<p><strong>GRAND RAPIDS (AP) -</strong> A school district failed to properly investigate allegations by two students that they were sexually assaulted at their Grand Rapids-area high school, the U.S. Department of Education said.</p>
<p>The department&#8217;s Office of Civil Rights found that Forest Hills Public Schools&#8217; procedures for responding to sex discrimination weren&#8217;t effective and didn&#8217;t comply with Title IX, the statute designed to prevent students from discrimination based on their gender.</p>
<p>Forest Hills neglected to investigate most of the claims by one of the students and her parents, who said the girl was repeatedly harassed in school as retaliation after the 2010 assault, according to the Education Department report, which described how the 15-year-old girl was shoved in school hallways, bullied online and taunted at sporting events.</p>
<p>She stopped participating in after-school sports and eventually left Central High School, her attorneys said.</p>
<p>The girls said they were sexually assaulted by the same person &#8211; one in a school band room and the other in a school parking lot.</p>
<p>&#8220;Within two weeks of the initial complaint of sexual harassment, a second incident involving the same alleged harasser was reported by another female student, but the district did not consider this information in determining whether or not a hostile environment existed in the school and did not take steps to investigate the incident,&#8221; the Department of Education report said.</p>
<p>The then-15-year-old girl filed a federal lawsuit last month against the Forest Hills school district, Superintendent Daniel Behm and others.</p>
<p>The federal report gave an incomplete picture of what happened, Behm told The Grand Rapids Press in a story published Wednesday.</p>
<p>Behm said attorneys for the school district were preparing a response to the teenager&#8217;s lawsuit and that he was unable to discuss details with the case pending and because of privacy laws protecting students.</p>
<p>&#8220;The only thing I would say about the report is, the Office of Civil Rights never interviewed our Title IX coordinator and they never interviewed me,&#8221; he said. &#8220;We certainly played a role in making decisions about the whole matter &#8211; we played a significant role.&#8221;</p>
<p>The student accused of attacking the 15-year-old girl in the band room more than two years ago was convicted as a juvenile of misdemeanor assault and battery. A few weeks after the attack, another student reported that the same person forcibly groped her inside a car in the school parking lot. She eventually dropped her complaint.</p>
<p>As part of a resolution agreement with the Department of Education&#8217;s Office of Civil Rights, the Forest Hills district has agreed to reimburse the girl who filed charges for counseling; pay for her transportation costs after she left for another school; and hold a community meeting to share updates to the district&#8217;s anti-harassment program.</p>

	    		    <content:encoded><![CDATA[<p><strong>LANSING (WWJ) &#8211;</strong> The Michigan Economic Development Corp. announced Michigan Strategic Fund approval of state incentives to five business expansions and four community improvement projects across the state that are expected to generate $173 million in new investments and add 1,119 new jobs in Michigan.</p>
<p>The MSF-approved projects include three in the metro Detroit region, another three in the corridor near Flint and Saginaw, two in West Michigan and one in Traverse City. The projects span industry sectors including auto suppliers in Marysville, Saginaw and Lake Orion, cereal production in Battle Creek, automation products near Holland and include a historic renovation in Detroit and community improvements in Fenton, Owosso and Traverse City.</p>
<p><strong>Michigan Business Development Program</strong></p>
<p>* <strong>SMR Automotive Systems USA Inc.</strong> is a Tier 1 automotive supplier of rear vision systems. The company plans to expand its facility in Marysville by adding a paint line and new equipment and reconfiguring the existing space. The company also plans to purchase a 100,000 square foot warehouse in  Port Huron. SMR plans to invest $40 million and add 350 new jobs related to the projects, resulting in a $4 million Michigan Business Development Program performance-based grant. Marysville is providing property tax abatements in support of the project.</p>
<p>* <strong>J.R. Automation Technologies LLC</strong> designs, manufactures and maintains specialized automated machinery around the world. Established in 1980, the company provided automated machinery to customers within the automotive industry. In 2008, the company expanded into new markets which now include consumer products, food processing, pharmaceutical, medical device and aeronautic industries. The company plans to expand existing operations in Olive Township and Holland Charter Township, creating 90 new jobs and investing up to $4.2 million. As a result of the expansion, J.R. Automation has been awarded a $300,000 Michigan Business Development Program performance-based grant. The townships have offered support in the form of 12-year property tax abatements.</p>
<p>* <strong>Kay Screen Printing</strong> (d/b/a Kay Automotive Graphics) produces exterior graphics and trim parts for the North American automotive market. The company plans to construct a new facility in Orion Township, investing $12.9 million and creating 50 new jobs. As a result of the expansion, Kay Screen Printing has been awarded a $350,000 Michigan Business Development Program performance-based grant. Lake Orion Township is offering a 12-year property tax abatement valued at $731,000. * Post Foods dates back to 1895 as one of the early pioneers in the ready-to-eat breakfast cereal business when C.W. Post came to Michigan and formed the Postum Co. The company currently has manufacturing plants in Battle Creek; Jonesboro, Ark.; Modesto, Calif.; and Niagara, Ontario. This project would consolidate the manufacturing headquarters into Battle Creek, relocating key leadership roles to Battle Creek and closing the Modesto location. The company plans to invest $30 million and create 92 jobs, resulting in a $700,000 Michigan Business Development Program performance-based grant. Battle Creek is offering support in the form of a property tax abatement.</p>
<p><strong>Community Revitalization Program</strong></p>
<p>* <strong>1212 Griswold Street LLC</strong> plans to renovate the historic 13-story Chamber of Commerce building, also formerly known as the Detroit Savings Bank Building, originally constructed in 1895 at 1212 Griswold St. in Detroit. The building will be renovated into 56 residential apartments and commercial office space on floors one through five. The project will generate a total capital investment of approximately $37.6 million and create 120 new jobs. As a result, the project has been awarded a $6 million Michigan Community Revitalization Program loan. Detroit is offering support to the project in the form of a 12-year Obsolete Property Rehabilitation tax abatement.</p>
<p>* <strong>Corlin Builders Inc.</strong> has been awarded an $880,000 Michigan Community Revitalization Program incentive to demolish an obsolete building located at 134 North Leroy in the City of Fenton and build a new, four-story mixed use development. The project will include first floor dining and retail space with 23 residential units on the top three floors. The project is expected to generate a total capital investment of approximately $5.2 million and create 75 full-time positions. The City of Fenton has provided direct funding to the project from the Fenton Downtown Development Authority in the amount of $1.2 million.</p>
<p><strong>Community Development Block Grant Program</strong></p>
<p>* <strong>Owosso</strong> has been awarded $270,375 in CDBG funds for façade improvements for seven buildings located within the traditional downtown core of Owosso. The project is receiving private matching funds from the business owners totaling $83,728 and $6,397 from the City of Owosso.</p>
<p><strong>Brownfield Work Plan </strong></p>
<p>* <strong>TBA Credit Union Redevelopment Project:</strong> The Grand Traverse County Brownfield Redevelopment Authority will use school and local tax capture valued at $1,017,309 to demolish two buildings located on Front Street in  Traverse City. The project will include infrastructure improvements and preparation of the property for the construction of a new three-story headquarters for TBA Credit Union. The project is expected to generate a total capital investment of $7.3 million and create 17 permanent new jobs.</p>
<p><strong>Job Retention MBT Tax Credit Amendment</strong></p>
<p>* <strong>Nexteer Automotive Corp.</strong> received an MBT Retention Tax Credit for 2,400 retained jobs at its Buena Vista Township facility in 2009. In October 2012 the credit was amended to allow for an additional 325 jobs related to new business for the years 2012 and 2013. The number of allowed jobs under the credit was set to revert back to 2,400 after 2013. Currently the company has the opportunity to locate new electric power steering and steering column manufacturing programs to the Buena Vista Township plant, requiring an estimated $36 million in new investment and 325 new jobs by December 2015. As a result of this growth, MSF approved an increase in the maximum allowance for retained jobs on Nexteer’s Job Retention MBT Tax Credit from 2,400 to 2,725 for the years 2014 through 2017.</p>

<p>The cornerstone of the marketing program is “The Inside Track” social experience, developed by Embark Digital.  It is designed to provide race attendees an inside peek at the event that features the Izod IndyCar Series, the Grand-Am Rolex Sports Car Series and the Pirelli World Challenge Series and educate them on the nuances of racing. Persons will be encouraged to check-in at multiple designated hot-spots around the Raceway at Belle Isle Park circuit using Foursquare, where they can comment, tweet, photo and video share using the #DetroitGP hashtag on the above social channels.</p>
<p>“The Inside Track” hot spots will feature smart phone accessed, multi media information about track enhancements to make the event even more exciting, past and present Grand Prix races/winners, pit lane activities, the international flavor of the competition, race weekend entertainment options and more. In addition, race attendees who visit the hot spots will be able to use their smart phones to answer questions about the race and sport to qualify for the chance to win Grand Prix prizes.</p>

	    		    <content:encoded><![CDATA[<p><strong>LANSING (WWJ)</strong> &#8211; An estimated 1.1 million Michigan residents will travel 50 miles or more on vacation during the upcoming Memorial Day weekend, launching the 2013 summer travel season, according to AAA Michigan. The Memorial Day holiday travel period is defined as Thursday, May 23 to Monday, May 27.</p>
<p>AAA says the iconic road trip will be the dominant mode of transportation, with 89 percent of travelers nationally going by vehicle. In Michigan, nearly 92 percent will travel by vehicle, slightly more than last year. They will find Michigan gas prices about $3.93 per gallon (as of May 22), up 20 cents from last year.</p>
<p>The number of air travelers in Michigan is slightly down from last year – 4.8 percent this year, compared to nearly 6 percent last year. The remaining estimated three percent of travelers will go by train or bus.</p>
<p>According to AAA’s Leisure Travel Index, hotel rates for AAA Three-Diamond lodgings are expected to increase four percent, with travelers spending an average $166 nightly. Weekend daily car rental rates will average $43, 19 percent more than last year.</p>
<p>According to survey results, the average distance traveled during the holiday is expected to be 690 miles, 48 miles more than last year. Median spending is expected to be $659, six percent less than last year. Transportation is expected to consume some 28 cents of every dollar. Travelers expect to spend 22 percent on food and beverage and 20 percent on lodging.</p>
<p>Among popular state top travel destinations will be campgrounds, resort areas and lakes.</p>

	    		    <content:encoded><![CDATA[<p><strong>IMLAY TOWNSHIP (AP) -</strong> The state says 62 former workers at a Vlasic pickle factory have pleaded guilty and will make $960,000 in restitution for fraudulently collecting unemployment benefits while continuing to work.</p>
<p>The Michigan Department of Licensing and Regulatory Affairs announced the sentencing Wednesday. It says the 62 people worked for Pinnacle Foods Inc. in Lapeer County&#8217;s Imlay Township, about 45 miles north of Detroit.</p>
<p>The Lapeer County prosecutor&#8217;s office also carried out the investigation. The state says the defendants got probation and restitution orders ranging from $5,309 to $40,670.</p>
<p>Pinnacle Foods is based in Parsippany, N.J. Its other brands include Duncan Hines, Birds Eye and Mrs. Butterworth&#8217;s.</p>
<p>Pinnacle spokeswoman Elizabeth Rowland says the case &#8220;is a matter between the state and the individuals.&#8221;</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ/AP)</strong> &#8211; Michigan U.S. Rep. Gary Peters has taken to the House floor to criticize the storage of large piles of an oil-refining byproduct known as petroleum coke along the Detroit River.</p>
<p>The metro Detroit Democrat failed to win approval for an amendment to legislation on the Keystone Pipeline requiring an investigation of the storage.</p>
<p>He said Wednesday that Congress needs to act to protect &#8220;families and natural resources like the Great Lakes from the threat of contamination,&#8221; by the substance, known as &#8220;pet coke&#8221; for short.</p>
<p>The petroleum coke mounds are a byproduct of oil refining used in energy production. The material has been brought by trucks from the nearby Marathon Petroleum Co. refinery and stored at a site off Jefferson Avenue in southwest Detroit, where it’s loaded onto freighters.</p>
<p><a href="http://detroit.cbslocal.com/2013/03/27/southwest-detroiters-demand-answers-about-petroleum-waste/">The mounds began drawing more attention starting earlier this year</a>. Area residents, the Canadian government and U.S. lawmakers are among those concerned about potential pollution and health effects.</p>
<p>Peters and fellow U.S. Rep. John Conyers have asked the Michigan Department of Environmental Quality to investigate whether Detroit Bulk Storage complies with state regulations. <a href="http://detroit.cbslocal.com/2013/04/19/%EF%BB%BFstate-tests-mounds-of-petroleum-waste-are-safe/">The department has said</a> it doesn&#8217;t see an immediate threat to the environment or to human health.</p>

	    		    <content:encoded><![CDATA[<p><strong>LANSING (WWJ/AP) -</strong> Michigan&#8217;s election board on Wednesday certified the signatures of a group seeking to ban wolf hunting and a referendum will be placed on the November 2014 ballot, but the outcome of the vote could be meaningless.</p>
<p>The Board of State Canvassers agreed that Keep Michigan Wolves Protected gathered the more than 250,000 signatures needed to seek a vote on a measure lawmakers approved in December that designated the wolf as a game species.</p>
<p>But a new law makes the referendum a toothless gesture regardless of the outcome.</p>
<p>A separate measure signed by Republican Gov. Rick Snyder earlier this month lets the Natural Resources Commission decide which types of animals can be hunted. That authority previously rested entirely with the Legislature. Despite what happens with a vote, the commission will have the power to allow wolf hunting.</p>
<p>Earlier this month, the commission approved a limited wolf hunting and trapping season in three areas in the Upper Peninsula in November and December.</p>
<p>Jill Fritz, director of Keep Michigan Wolves Protected, said they are still pushing forward with the ballot initiative to &#8220;demonstrate the overwhelming response from Michigan voters who oppose the hunting and trapping of wolves in our state.&#8221;</p>
<p>Fritz said the wolf population, which is important for the ecosystem of the U.P., is still trying to recover from near extinction in the state.</p>
<p>&#8220;Our concern is that this very fragile population of this iconic species is going to be subjected to cruel practices like steel jaw leg hold traps,&#8221; Fritz told WWJ Newsradio 950. &#8220;[That's] where the animals feet are caught in metal traps, and they have to wait until the trapper comes along to shoot them or beat them to death.&#8221;</p>
<p>While some farmers say the wolves prey on their animals, Fritz, who serves as Michigan Director for the Humane Society of the U.S., says that&#8217;s not true.</p>
<p>&#8220;That is a rare case when wolves do attack livestock,&#8221; Fritz said. &#8220;Fewer than 8 percent of the farms in the Upper Peninsula have experienced any kind of wolf depredation &#8212; and that&#8217;s just the DNR&#8217;s own statics.</p>
<p>&#8220;So there&#8217;s no reason to initiate a random wolf hunting and trapping season,&#8221; she said, adding farmers already have the right, under current law, to shoot any predator threatening their animals.</p>
<p>Fritz said Keep Michigan Wolves Protected is still considering its options for how to continue fighting against wolf hunting, including possible legal challenges and another referendum campaign to place the new law on the ballot.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ) -</strong> A 61-year-old Ohio man is facing weapons charges after he was caught preparing to board a flight to Detroit with a gun in his bag.</p>
<p>Officials with the Transportation Security Administration said the man, identified as James Forcina of Independence, Ohio, was carrying a loaded 380-caliber gun, with a bullet in the chamber, at Cleveland Hopkins International Airport.</p>
<p>TSA agents called Cleveland Police who took Forcina into custody. The Plain Dealer in Cleveland said Forcina told investigators that he had a concealed carry permit for the gun, according to police reports.</p>
<p>However, Forcina had left the gun in his carry-on bag &#8212; something officials say is happening all too often. Over the course of last week, the TSA reports it found 31 firearms in bags at airports across the country, and 25 of those guns were loaded.</p>
<p>Travelers with the proper permits are allowed to fly with guns packed in checked bags, as long as the firearms are appropriately packaged. Weapons must be unloaded and packed in a hard-sided, locked case, separately from ammunition.</p>
<p>Forcina was scheduled to appear in  Cuyahoga County Common Pleas Court Thursday morning.</p>

	    		    <content:encoded><![CDATA[<p><strong>FLINT (WWJ/AP</strong>) - Authorities have brought murder charges against the parents of a 1-year-old boy who drowned in their bathtub in Flint.</p>
<p>The Genesee County prosecutor&#8217;s office said that Aden Wise was getting a bath Monday and was left unattended in a tub full of water.</p>
<p>Prosecutor&#8217;s spokesman John Potbury said Wednesday that the parents returned to find Aden face down in the water, then called authorities.</p>
<p>Potbury said the prosecutor&#8217;s office charged 19-year-old Callie Csercsa and 29-year-old Jeremy L. Wise with second-degree murder and second-degree child abuse.</p>
<p>Csercsa had iniitally told investigators the boy was in the living room when she put his bath toys and the drain plug in the tub. She told police the water wasn&#8217;t running when she left the bathroom, and she was distracted by an argument with her boyfriend about a text message she&#8217;d received.</p>
<p>The child was pronounced dead at a local hospital.</p>
<p>The couple are scheduled for arraignment Thursday in 68th District Court. They didn&#8217;t have lawyers on record Wednesday.</p>

	    		    <content:encoded><![CDATA[<p><strong>ANN ARBOR (WWJ)</strong> &#8211; A woman was killed in wrong-way traffic crash just before the afternoon rush began Wednesday in Washtenaw County.</p>
<p>County Sheriff&#8217;s spokesman Derek Jackson said the woman was headed southbound along Zeeb Road near Liberty around 2 p.m. when her vehicle crossed into northbound traffic and struck the side of a semi truck.</p>
<p>The woman was pronounced dead at the scene.  Her name and age were not immediately released.</p>
<p>The semi driver was not hurt.</p>
<p>Jackson said they&#8217;re not sure if the woman was having a medical emergency or just why she crossed into oncoming traffic.</p>
<p>The accident is under investigation.</p>

	    		    <content:encoded><![CDATA[<p><strong>ANN ARBOR (WWJ)</strong> &#8211; It&#8217;s an incredible story: Groundbreaking technology at University of Michigan has saved the life of an infant with no other options.</p>
<p>April Gionfriddo and her family were out to dinner when her 6 week-old son Kaiba, stopped breathing.</p>
<p>&#8220;My husband had to lay him on the table and at the restaurant and had to do chest compressions on him,&#8221; Gionfriddo said.</p>
<p>Doctors in their Ohio town diagnosed little Kaiba with a rare, but deadly form of a condition called tracheobronchomalacia. It&#8217;s a defect that causes the windpipe to collapse, stopping airflow to the lungs.</p>
<p>&#8220;I thought that we was gonna lose him at that point,&#8221; Gionfriddo said.</p>
<p>Doctors put Kaiba in the ICU, on a ventilator, and sedated him. Gionfriddo said, even with constant monitoring, he still stopped breathing and had to be resuscitated every day.</p>
<p>&#8220;Having to sit there and watch your child and hope that he&#8217;ll make it. It was just scary,&#8221; Gionfriddo said,</p>
<p>Desperate to save the baby, Kaiba&#8217;s Ohio surgeon reached out to Doctor Glenn Gionfriddo, a specialist at C.S. Mott Children&#8217;s Hospital at U of M.</p>
<p>Green and a U of M colleague Doctor Scott Hollister, had already been working on a high-tech solution to treat the condition &#8211; a special splint to fit around the windpipe and keep it expanded &#8211; to keep kids like Kaiba alive.</p>
<p>&#8220;That&#8217;s done based on a computer that has a picture of what the child&#8217;s defect is, and precisely what would be needed to fix that defect,&#8221; said Green. &#8220;&#8221;We said yeah, we should be able to take care of this.&#8221;</p>
<p>Doctor Hollister used computer-aided design, a special polymer dust and a laser to create a custom-designed splint for Kaiba&#8217;s windpipe.<br />
The team got emergency F-D-A clearance to use the splint to save Kaiba&#8217;s life, and Doctor Green implanted it.</p>
<p>&#8220;As soon as we did that, then the lungs started functioning for the first time and we knew that Kaiba would be OK. People in the operating room started cheering,&#8221; Green said.</p>
<p>Green said Kaiba&#8217;s body will eventually absorb the splint materials and expel them.</p>
<p>His prognosis is good and his parents are grateful.</p>
<p>Said Gionfriddo, &#8220;If it wasn&#8217;t for them, Kaiba wouldn&#8217;t be with us today.&#8221;</p>

	    		    <content:encoded><![CDATA[<p><strong>FARMINTON HILLS (WWJ)</strong> &#8211; ACO Hardware is closing more than a dozen under-performing stores in and around Southeast Michigan.</p>
<p>The Farmington Hills-based company says it&#8217;s an effort to ensure the company&#8217;s &#8220;long term growth.&#8221;</p>
<p>Beginning Thursday, there will be blow out sales at each of the closing stores.</p>
<p>“The plan we are announcing today is one we are enacting following a thorough evaluation of our operations,” ACO President and CEO Dick Snyder said in a statement. “To ensure our long-term growth and sustainability, we must always strive to manage our costs and allocate resources to areas of our business that make a meaningful contribution to our financial performance. This plan keeps us on that course. It will ultimately strengthen our position within the marketplace. It gives us the ability to redirect investment to the stores that offer the greatest potential for development, and the flexibility to pursue new opportunities as they arise.”</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; More than a dozen dogs were removed from a house in Southwest Detroit &#8212; and now volunteers are busy assessing the animals&#8217; condition and wondering how to prevent this from ever happening again.</p>
<p>Detroit Dog Rescue Dan Carlisle, with a crew of nine volunteers, worked well into the night on Tuesday, removing 13 dogs from a home where &#8212; just last fall &#8212; they had rescued 24 other dogs.</p>
<p>&#8220;The hoarding &#8230; had doubled,&#8221; Carlisle told WWJ Newsradio 950&#8242;s Marie Osborne.</p>

<p>Carlisle said the woman who had the dogs has not received mental health treatment for her alleged hoarding issues, and he worries that this isn&#8217;t the end of it.</p>
<p>Neighbors called authorities &#8212; some claiming some of the dogs were lost pets swiped off the street.</p>
<p>&#8220;Most of &#8216;em were all friendly dogs. You know, they were all tails wagging and, oh my God, they were just so excited to see people,&#8221; Carlisle said.</p>
<p>On Wednesday, the dogs were getting medical attention and baths, &#8220;And they&#8217;re getting fed &#8212; that&#8217;s the number one thing,&#8221; Carlisle said. &#8220;We have three dogs that are very emaciated.&#8221;</p>
<p>The cost for the non-profit rescue group to stabilize each dog could run $1,000. Once healthy, the dogs will be found new homes.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; A big fire burning Friday afternoon in southwest Detroit drew a lot of attention from motorists along I-75 near the Rouge River bridge.</p>
<p>The fire, at a vacant warehouse, had been contained by Detroit fire crews by around 2:30 p.m.</p>
<p>Witness Richard Yaken was traveling the freeway when he spotted the blaze just north of the Marathon plant.</p>
<p>&#8220;It&#8217;s an old brick building underneath I-75 near the old NS bridge.  It&#8217;s up in flames big thing back there,&#8221; Yaken told WWJ Newsradio 950&#8242;s Sandra McNeil. &#8220;The flames were going up really high; smoke was covering the freeway on the Rouge overpass.&#8221;</p>
<p>Fire crews remained on the scene putting water on some hot spots after 3 p.m.</p>
<p>No injuries were  reported.</p>
<p>The cause of the fire is under investigation.</p>

	    		    <content:encoded><![CDATA[<p><strong>WINDSOR (WWJ)</strong> &#8211; Fire officials in Windsor are not yet sure what caused the fire that sent thick black smoke into the air and drew attention from as far away as Southfield.</p>
<p>The <a href="http://detroit.cbslocal.com/2013/05/21/windsor-industrial-fire-sends-smoke-billowing-across-detroit-river/">fire broke out about 3 p.m. Tuesday</a> at Sprucewood Industries &#8211; a plastics recycling plant.</p>
<p>The fire forced a state of emergency for a large part of Windsor.</p>
<p>Plumes of smoke blew over the Detroit River. One man, calling from the area of Fort Street and Outer Drive, said it looked like &#8220;the whole town of Windsor&#8221; was burning down.</p>
<p>Officials said Thursday that air monitors show the air is now clear.</p>
<p>No one was hurt.</p>

	    		    <content:encoded><![CDATA[<p><strong>GROSSE POINTE PARK (WWJ) -</strong> A Grosse Pointe Park man facing drug charges is believed to be the same man taken into custody in connection with the murder of a 35-year-old woman.</p>
<p>Myron Williams, 42, on Wednesday was charged with possession with intent to deliver marijuana and delivery of marijuana. Williams was granted his request for a court appointed attorney, and bond was set at $250,000. He&#8217;s due back in court on May 29.</p>
<p>Wayne County Assistant Prosecutor Molly Kettler had asked for a substantial bond, indicating that Williams has strong ties outside the state of Michigan and a history of offenses.</p>
<p>&#8220;There&#8217;s at the very least convictions for drugs, he&#8217;s been in prison in Louisiana, and a very large number of arrests for things that have to do with harming others and/or obstructing police officers,&#8221; Kettler said.</p>
<p>&#8220;That&#8217;s a lie,&#8221; Williams quipped back.</p>
<p>When given a chance to speak on his own behalf, Williams complained that he had not been allowed to shower in four days and that police were messing with his food. He also denied killing anyone.</p>
<p>Outside the courtroom, Williams&#8217; nephew Dell said the thought of his uncle being involved in a murder just doesn&#8217;t make sense.</p>
<p>&#8220;I already knew about the drug thing but my uncle ain&#8217;t going to kill nobody. He&#8217;s got a daughter, man, he ain&#8217;t trying to kill nobody,&#8221; he said.</p>
<p>Meantime, the Wayne County Prosecutor&#8217;s Office says Sebrina Gianino&#8217;s murder remains under investigation. Grosse Pointe Park police aren&#8217;t commenting and haven&#8217;t said when they&#8217;ll offer an update on the case.</p>
<p>Police immediately called the death suspicious after Gianino&#8217;s body was found early Thursday morning at the home she shares with her boyfriend. On Friday the Wayne County Medical Examiner determined the cause of death as homicide — “death by strangulation.”</p>
<p>Reports indicate a cord was found around Gianino’s neck.</p>

	    		    <content:encoded><![CDATA[<p><strong>LANSING (AP) -</strong> Michigan&#8217;s election board has approved a petition form for a proposal to ban Michigan health insurance plans from covering elective abortions unless individuals or businesses buy a supplemental policy.</p>
<p>The Board of State Canvassers agreed on Wednesday that the petition form started by a group called No Taxes for Abortion Insurance complies with state law.</p>
<p>The group now has to collect more than 250,000 valid signatures by next spring. The Legislature could then approve or reject the proposal within 40 days or it goes on the ballot.</p>
<p>Right to Life of Michigan says that taxpayers shouldn&#8217;t have to pay for other people&#8217;s abortions. Opponents such as Planned Parenthood and the American Civil Liberties Union say the measure is an attack on women&#8217;s rights.</p>
<p>Legislation initiated by voters is veto-proof.</p>

<p>A permit to tear down the building was approved by city officials in April and now neighbors report crews tossing any remaining metal inside the 108-year-old old structure Wednesday morning.</p>
<p>Located a block west of Woodward, across the street from Cliff Bell&#8217;s, owner Ralph Sachs purchased the property in the 1980s. It has remained vacant since.</p>
<p>Bricks have been falling from the neglected building over the past few years. Hotel Charlevoix is reportedly expected to be replaced with a surface parking lot.</p>
<p>The Charlevoix has been empty for the past 30 years.</p>

	    		    <content:encoded><![CDATA[<p><strong>TROY (WWJ) -</strong> Some local parishioners are upset about a Catholic solicitation in honor of a priest who is currently being investigated by the FBI for allegedly stealing money from a Troy church.</p>
<p>Saint Thomas More Parish is trying to raise about $300,000 to help support church activities &#8211; that&#8217;s nothing new. But this year, the church says it wants the money to be raised in honor of Father Edward Belczak, who was suspended by the Archdiocese of Detroit in January amid <a href="http://detroit.cbslocal.com/2013/01/23/troy-priest-removed-from-duties-amid-investigation-into-mishandling-church-funds/">accusations that he mishandled at least $429,000 in church money</a> over the past six years.</p>
<p>In a mailed solicitation letter to parishioners, the church says a donation to this year&#8217;s Catholic Services Appeal (CSA) is &#8220;the best tribute you could give to Fr. Belczak&#8217;s ministry.&#8221;</p>
<p>The letter goes on to say that not giving to the fund will only hurt the church in the long run. It also says that those who do not respond to the plea will continued to be contacted about the issue.</p>
<p>&#8220;Choosing not to contribute to CSA will harm only St. Thomas More parish and our own programs; it will not &#8216;send a message&#8217; of frustration or disappointment to the Archbishop,&#8221; the letter reads.</p>

<p>The plea is not sitting well with many parishioners like Lisa, who was reluctant to be identified.</p>
<p>&#8220;This is about the first communication we&#8217;ve received from the church since these embezzlement charges were made against Fr. Belczak,&#8221; she said.</p>
<p>&#8220;We expected assurance that the money that we&#8217;re donating would be put to good use, considering that he is charged with taking our money. We expected some assurance from the church that they would distance themselves from this type of practice. Instead, we get a letter soliciting additional funds and asking us to make a legacy toward Fr. Belczak and giving a tribute to him. I can tell you we thought it was offensive,&#8221; she continued.</p>
<p>Lisa said she believes the tribute is unfounded and likely won&#8217;t help the church this year.</p>
<p>&#8220;Instead of giving assurance that this would not happen again, the church is asking us to create a legacy for him and asking us to basically further support his practices,&#8221; she said. &#8220;I would have been much more likely to make a donation if they had taken steps to assure us that these funds would be put to good use and his legacy would not be continued, actually.&#8221;</p>
<p>No criminal charges have been filed against Belczak, and FBI officials say they&#8217;re still building a case.</p>
<p>&#8220;We understand that there hasn&#8217;t been a trial, that there&#8217;s no conviction, but he was removed by the archdiocese for taking hundreds of thousands of dollars from the church, our money,&#8221; Lisa said. &#8220;It&#8217;s outrageous.&#8221;</p>
<p>The archdiocese says an audit found that Belczak paid a “ghost employee” $240,000. It says the priest also took $92,000 in compensation above what he’s supposed to get under church policies.</p>
<p>According to the archdiocese, <a href="http://detroit.cbslocal.com/2013/01/23/troy-priest-removed-from-duties-amid-investigation-into-mishandling-church-funds/">Belczak directed funds to himself</a> that should have been posted to parish accounts, estimating a loss to the parish of $16,000.</p>
<p>The archdiocese says Belczak also failed to record or deposit monies received through the Mother’s Day and Father’s Day special collections according to archdiocesan policies, an amount estimated over $10,000, which was found in an employee’s office desk.</p>
<p>Other misappropriations attributed to Belczak include maintaining improper medical and dental insurance coverage for an individual, estimating a loss of approximately $26,000; authorizing a long-term disability policy for one employee while not providing similar benefits to other parish staff members, estimating a loss of $20,000; and accepting, but not depositing or recording in parish accounts, residual commission checks to the St. Thomas More Travel Group, estimating a loss of $25,000.</p>
<p>Belczak, who was ordained in 1972, has been pastor of St. Thomas More Parish since 1984.</p>

	    		    <content:encoded><![CDATA[<p><strong>BROOMFIELD TWP. (WWJ/AP) -</strong> Authorities say a 37-year-old man who stopped along the side of a mid-Michigan roadway to check on another motorist was hit by a pickup truck and killed.</p>
<p>The Isabella County Sheriff&#8217;s Department said Jeremy T. Stiles, of Big Rapids, pulled over Tuesday night in Broomfield Township after seeing a vehicle stopped with its hazard lights blinking.</p>
<p>Investigators say Stiles checked to see whether anyone needed help, and was told that the driver had stopped because of a dead deer in the road. While returning to his vehicle, police say Stiles was struck by a pickup truck that tried to avoid the deer.</p>
<p>Stiles was pronounced dead at the scene. No other injuries were reported.</p>

	    		    <content:encoded><![CDATA[<p><strong>FLINT (WWJ/AP) -</strong> A Flint man who authorities say threatened to kill three lawmakers from Michigan has been ruled incompetent to stand trial.</p>
<p>U.S. District Judge Mark A. Goldsmith made the determination Tuesday about 54-year-old Randall Dellinger, who was indited in August on one count of using interstate communication to make a threat.</p>
<p>Dellinger&#8217;s lawyer Elias Escobedo Jr. says the ruling followed a review by a psychologist, and his client likely will be referred to a federal mental health facility for treatment.</p>
<p>The FBI said <a href="http://detroit.cbslocal.com/2012/08/04/man-accused-of-threatening-lawmakers-to-face-trial/">the threatening calls were made last June</a> to offices of U.S. Sens. Carl Levin and Debbie Stabenow and Dellinger&#8217;s then-Congressman Dale Kildee.</p>
<p>Dellinger allegedly told police he threatened the lawmakers because he believes he is “dying of leukemia caused by the RF transmitters.” According to court documents, Dellinger told agents radio frequency transmitters were planted in him while he served a state prison term for detonating grenades. He said the transmitters were “used to control his actions by causing pain.”</p>
<p>Federal records show Dellinger, who was arrested in June, threatened to kill the lawmakers if they didn’t “do something” about the Michigan Corrections Department, which he blames for health problems.</p>
<p>“You start doing something (expletive) before you leave office or I will put you down the day you (expletive) leave,” Dellinger is accused of saying in a voice message left at Kildee’s Flint office, according to the federal complaint.</p>
<p>Similar messages were left at Stabenow’s Flint office and Levin’s Washington D.C. office.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ) -</strong> Authorities say a woman and two children were injured in a house fire on Detroit&#8217;s east side.</p>
<p>Fire officials say they were called to a home in the 800 block of Navahoe, near E. Jefferson, around 5 a.m. Wednesday.</p>
<p>When firefighters arrived, a woman in her 20s was outside with an infant, who suffered minor burns. The woman told firefighters that a young boy was still trapped inside the house.</p>
<p>Firefighters rushed into the multi-family home and were able to rescue the child, who was unresponsive. Firefighters performed CPR on the boy and transported him to Children&#8217;s Hospital in a fire truck.</p>
<p>Once an ambulance arrived on the scene, the woman and the infant were transported to a local hospital for treatment of minor injuries.</p>
<p>Authorities say all three are expected to be OK.</p>
<p>It wasn&#8217;t immediately clear what caused the fire, but officials say an investigation is ongoing.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; The traditional two week auto shutdown is starting to fade into automotive history, like fins and running boards.</p>
<p>With sales up seven percent so far this year, and fewer factories than before the recession, car companies can afford very little in the way of voluntary down time. And they certainly can&#8217;t let inventories of their most popular products fall.</p>
<p>&#8220;You certainly don&#8217;t want to be caught without vehicles,&#8221; says analyst Jeff Schuster with LMC Automotive. &#8220;There are other choices out there if your vehicles are not on lots that are very comparable.&#8221;</p>
<p>Chrysler is skipping the summer shutdown entirely at both of it&#8217;s Detroit plants. Jefferson North makes the Jeep Grand Cherokee and Dodge Durango. The Connor Avenue plant makes the Dodge Viper. All of those vehicles are new, and in short supply.</p>
<p>The company&#8217;s Toledo North Jeep plant will also be open all summer. That plant has just reopened after a long shutdown to change over from Jeep Liberty production to production of the new Jeep Cherokee.</p>
<p>Because of this, most Chrysler powertrain and stamping plants will be open all summer. Four Chrysler assembly plants will have one week shutdowns. Four others will be down the traditional two weeks.</p>
<p>Ford says most of its plants will cut their summer shutdowns from two weeks to one.</p>
<p>“To meet surging customer demand for our top-selling cars, utilities and trucks, we are continuing to run our North American facilities at full manned capacity, and we will add 200,000 units of annual straight-time capacity this year,” said Jim Tetreault, Ford&#8217;s vice president of North America Manufacturing. “Approximately 75 percent of our plants are running at a three-crew, three-shift or four-crew pattern in order to ensure we’re getting more of our products into dealerships.”</p>
<p>Ford says it&#8217;s in the process of adding 3500 manufacturing jobs this year.</p>
<p>The other major carmakers are in expansion mode as well.</p>
<p>General Motors hasn&#8217;t traditionally had coordinated summer shutdowns. With the company in the midst of updating 70 percent of its products, GM North America President Mark Reuss says they can&#8217;t afford any down time this year.</p>
<p>&#8220;Never say never,&#8221; said Reuss. &#8220;But, right now we&#8217;re launching 23 cars and trucks, so it&#8217;s pretty fluid.&#8221;</p>
<p>Reuss said the only downtime GM will take is as needed to prepare plants for new models.</p>
<p>The decision to skip most summer shutdowns, says LMC Analyst Jeff Schuster, is a very good sign for the second half of the year. He says May is usually the time auto companies look at their internal forecasts and try to determine what the rest of the year will be like.</p>
<p>&#8220;I think this is a signal that the industry is looking to push through it, and continue to have stable growth as we look at the second half of the year.&#8221;</p>

	    		    <content:encoded><![CDATA[<p><strong>WIXOM (WWJ) -</strong> Police in Wixom are looking for a trio of teenage robbers who forced their way into an apartment earlier this week and assaulted a resident.</p>
<p>The incident occurred around 11 p.m. Monday at the Village Apartments on Thornwood Street, near Beck Road and Pontiac Trail.</p>
<p>According to police, two males in their late teens forcibly entered an apartment and demanded money from the victim. When the victim told the suspects that he had no money, the suspects allegedly assaulted him. Police say a third male then entered the apartment and pointed what was believed to be a long gun at the victim.</p>
<p>Police say the robbers took &#8220;an undisclosed piece of property&#8221; from the victim and fled the scene on foot. The victim was treated at an area hospital for non-life-threatening injuries.</p>
<p>One of the suspects is described as a short, clean-shaven black male with a dark complexion and a &#8221;buzz cut.&#8221; Another suspect is described as a slightly taller, clean-shaven black male with a lighter complexion and a curly afro. The third suspect, the gunman, is described as a black male with collar-length dreadlocks.</p>
<p>Police say they have interviewed several witness and will continue to investigate the incident.</p>
<p>A forensic artist from the Michigan State Police assisted the Wixom Police Department by completing two composite sketches. The victim reports that these were the two teens that assaulted him on the night of the incident. The victim was unable to provide a detailed description of the gunman.</p>
<p>Anyone with information on the crime is asked to contact Wixom police at 248-624-6114.</p>

<p><strong>LANSING (AP) -</strong> Republican Gov. Rick Snyder and leaders of the GOP majority in the Legislature reached a budget agreement Tuesday for next fiscal year that doesn&#8217;t include an expansion of government health insurance for low income-adults and puts Michigan&#8217;s unexpected surplus toward funding roads and K-12 education.</p>
<p>Lawmakers have an extra $700 million to use in finalizing a roughly $49 billion spending plan thanks to better-than-expected tax collections. Michigan could collect about $483 million more in taxes than expected in January for the fiscal year ending Sept. 30 and projections for the next fiscal year are also higher than previously expected.</p>
<p>House Speaker Jase Bolger said the plan agreed to Tuesday reflects &#8220;a priority for K-12 education, for roads, for saving and for paying down debt.&#8221; The Marshall Republican has been meeting with Senate Minority Leader Randy Richardville of Monroe and Snyder aides to complete spending targets for the budget that takes effect Oct. 1.</p>
<p>&#8220;We&#8217;re going to continue on that path of getting a budget done quickly and efficiently in a well-balanced fashion because that&#8217;s critical to the importance to help you &#8211; our citizens, our customers &#8211; be successful,&#8221; Snyder said in a video statement.</p>
<p>The targets agreed to Tuesday lay a foundation, but the budget debate will continue in conference committees &#8211; likely later this week &#8211; where lawmakers will hammer out specifics on how the money for the various departments and programs will be distributed.</p>
<p>The Republicans agreed to provide an additional $350 million for the state&#8217;s ailing roads and bridges. Snyder said that while lawmakers &#8220;are putting a lot of resources into roads, there is still more work that needs to be done.&#8221;</p>
<p>Snyder had called for an additional $1.2 billion to fix the state&#8217;s infrastructure system through a combination of gas tax and registration fee increases, but lawmakers haven&#8217;t been able to agree on a comprehensive road funding package.</p>
<p>Republicans also agreed to use the unexpected surplus to put $140 million more toward K-12 education on top of the planned 2 percent increase for Michigan&#8217;s schools.</p>
<p>House Minority Leader Tim Greimel of Auburn Hills said Democrats don&#8217;t think the increase goes far enough.</p>
<p>&#8220;Increasing money to the School Aid Fund to the tune of $140 million is a long way away from remedying the $2 billion in education cuts over the past two years,&#8221; he said in a statement. &#8220;There is an immediate financial crisis in many schools in Michigan due to Republican budget decisions, and the current Republican proposal does virtually nothing to solve it.&#8221;</p>
<p>Snyder said Republicans also agreed to leave $75 million in the state&#8217;s rainy-day account, or Budget Stabilization Fund, to &#8220;help protect&#8221; Michigan&#8217;s &#8220;future.&#8221; That will bring the fund&#8217;s balance to $580 million, which Snyder&#8217;s office says will further solidify &#8220;Michigan&#8217;s strong financial position.&#8221;</p>
<p>The Republicans also agreed to add $130 million over the next two years toward Michigan&#8217;s Great Start Readiness Program, a preschool program for kids at risk of failing.</p>
<p>Legislators are aiming to pass the next budget by June, four months before the budget year begins. One of the biggest sticking points remains the approval of a Medicaid expansion for nearly 400,000 low-income Michigan residents under the federal health care overhaul.</p>
<p>Earlier Tuesday, Richardville told reporters that the budget targets will not include the expansion at this time. Snyder&#8217;s original budget proposal had included accepting the federal funding to support the Medicaid expansion, which would have resulted in a reduction of state general fund spending by $206 million by next fiscal year. But Richardville said Republican lawmakers are not ready to embrace the expansion at this point.</p>
<p>Even though the budget agreement does not include Snyder&#8217;s Medicaid proposal, Republicans are trying to push through a plan that would bring major changes to the government health insurance program, including limiting able-bodied adults to four years of coverage. That proposal is still being debated in committee and also would need the unlikely blessing of President Barack Obama&#8217;s administration.</p>
<p>Bolger spokesman Ari Adler said if a Medicaid deal is reached, it can be dealt with in the budget at a later date.</p>

	    		    <content:encoded><![CDATA[<p><strong>DETROIT (WWJ)</strong> &#8211; Providing help for those in Oklahoma. That&#8217;s the goal of one non-profit from here in metro Detroit.</p>
<p>Greg Martin from Disaster Relief At Work (DRAW) spoke with WWJ about the origins of the relatively new company.</p>
<p>&#8220;I quit my job and just felt like I was called to do relief work, there is no other time in the human experience where you go from everyday life to rock-bottom,&#8221; said Martin. &#8220;In a natural disaster everything else is incremental, it&#8217;s a slow decline, the people of Moore, Oklahoma last night &#8211; they were fine and then five minutes later their life was turned upside down.&#8221;</p>
<p>He&#8217;s been meeting with local officials in Moore, Oklahoma Tuesday, just hours after the mile-wide tornado hit and will return home to fill five-gallon buckets up with disaster relief items.</p>
<p>&#8220;It blows your mind, because there are areas where you drive &#8230; and you think it&#8217;s not so bad yet &#8230; and then you see where the tornado &#8230; where the path went through and how just the simplest thing &#8230; just a fence post is complete demolished, not kind of knocked over, it&#8217;s destroyed. Homes are just piles of rubble at this point,&#8221; Martin said.</p>
