Warren Man Convicted Of Killing Cellmate Sues Over County Jail Conditions

MOUNT CLEMENS, Mich. (AP) - A man convicted of killing his cellmate at the Macomb County Jail in 2014 is among a group of inmates suing over mental health care conditions at the facility.

The Macomb Daily of Mount Clemens reports 19-year-old Mark Cowans filed the handwritten, three-page lawsuit seeking $10 million in August in U.S. District Court in Detroit. Complaints include unnecessary confinement and other issues that would violate prisoners' rights.

The inmates include Timothy Fradeneck, who is accused of killing his wife and their two children in Eastpointe.

Cowans was sentenced last month to 30 to 60 years for the fatal beating of 34-year-old Ryan Hagerman of Warren. The Detroit Free Press reports Hagerman's mother sued the county seeking more than $75,000.

The county says it plans to defend itself against both lawsuits.
