Energy Consultant Cuts $30M In Costs Out Of State Prison
LANSING -- An Indiana-based energy consultant with a branch office in Lansing will save state taxpayers millions of dollars through energy and water conservation measures implemented at the Parnall Correctional Facility in Jackson.
Energy Systems Group says it conducted comprehensive energy infrastructure improvements, lighting retrofits, heating and cooling system upgrades, and water conservation measures that will result in total life cycle savings of more than $30 million.
Under the project, Parnall's utility costs will be reduced by about 40 percent and water consumption costs will be reduced by more than $2 million, over the 10-year term of the contract. ESG guarantees the savings will meet 10 annual payments to cover the $12.89 million project costs, leaving the project free of charge to the state and paid entirely by energy savings. This project has also created jobs, with more than 48,760 man hours for skilled construction workers.
The Parnall prison, off Cooper Street, houses 1,700 low- to medium-security inmates. The prison covers 655,000 square feet on 45 acres of land.
"Performance contracts may be one way to revolutionize how we manage our buildings in Michigan," said State Rep. Joe Haveman, R-Holland, who chairs the Department of Corrections Subcommittee of the Michigan House Appropriations Committee. "By leveraging private sector expertise, which is able to guarantee savings, we should be able to make our buildings more efficient without spending additional taxpayer funds."
