They should pass a law that all legislators should be required to pass a critical thinking and basic logic course before being allowed to submit any bill for passage. Anywhere.

If a perp/criminal is using a toy gun to commit a crime, well then charge him as if he was using a real gun and treat the situation as such. The intent is still there from the criminal.
