Ficano names Edward Winfield Director of Information Technology: Wayne County Executive Robert Ficano adds technology and management experience to his team with the addition of Edward Winfield as Director of Information Technology to lead the department. Winfield brings with him more than 30 years of experience as a CIO and member of senior management to Wayne County. For the past five years Winfield has been the managing director of Integrated Management Services, LLC in New York City, where he was a leader in his field and had a track record of innovation, leadership and accomplishments in driving IT to improve company operations, facilitate growth and build competitive advantage.  As CIO at Freight Management Americas in Southfield, he proved to be highly skilled in aligning IT with company objectives and reducing costs by streamlining business operations and integrating comprehensive application and software development reviews. He also brings with him a unique knowledge base of systems analysis; he helped to re-organize the accounting structure for a previous employer and led major systems integration as a result of the merger for DHL. Winfield holds both a bachelors and masters degree in electrical engineering, and received his MBA from Case Western University. He was also named as one of the Top 100 CIOs in Computerworld Magazine. Winfield will report directly to Timothy Nasso, Wayne County COO as he shapes his team in the Department of Technology. He will oversee approximately 28 people in the county's IT Department. Jeff Small, who has worked with the county since 2011 is being promoted from Division Director to Deputy Director of IT. Small's experience as a technology leader includes serving as CIO of VF Retail Stores in North Carolina with revenues over $800 million. Winfield's nomination will go before the Wayne County Commission next week. His anticipated start date would be the second week of July.
